The distinguished senator from Wisconsin, Russ Feingold, showing that he is a true successor to that other great Wisconsin legislator, Joe McCarthy, has proposed to censure President Bush.
Senator, Please advise which part of the Constitution gives Congress this power?
By the way, it is amusing to note that the last president "censured" by Congress was Andrew Jackson. He was so disgraced that his portrait was expunged from the public record and appears only on the $20 bill.
